Everyone,

I wanted to take an opportunity and seek support from the individuals who post on this board. I have been approached by several individuals about running for an open position on the APA board in the upcoming election. As a result, I have decided to petition the APA Fair Elections Committee to be considered for candidacy and to have my name placed on the ballot, for the office of Director. I have received support from several individuals on this message board already. However, I am still in need of several signatures. Any support would be greatly appreciated.

Unfortunately, I do not have an active website to attach my petition form to. Therefore, I would ask you contact me and I can forward a copy of my petition to you, which can be faxed to me. I have attached a short biography, which accompanied my email to several of you within the past few days. Further, I have not yet completed the 500-word letter as Ray did, as it is not needed until February if the petition is submitted.

Marty Oelrich – Biography

Mr. Oelrich obtained his bachelor’s degree in Psychology and Criminal Justice from Jamestown College, in Jamestown, North Dakota. As an undergraduate he participated in a Practicum at the North Dakota State Hospital, working with civilly committed adult sex offenders. After graduation, he was contracted as a research analyst/project manager and assisted in validating adult sex offender assessment tools in North Dakota. He was later employed working with juvenile sex offenders in an outpatient treatment facility.

Mr. Oelrich is currently a private examiner and the sole proprietor of Clinical Polygraph Services, located in Phoenix, Arizona. He completed his initial PDD training at the Arizona School of Polygraph Science in 2005, under the direction of Tom Ezell and his PCSOT training with Eric Holden, at the Behavioral Measures Institute. Since that time, Mr. Oelrich has been primarily conducting PCSOT examinations throughout the state of Arizona.

Mr. Oelrich serves as a board member with the Arizona Polygraph Association and is currently the acting Secretary for ASTM International Committee E52 on Forensic Psychophysiology, as well as the vice-chairman for the Liason Sub-Committee. He is one of two representatives for Committee E52, serving on the APA PCSOT Ad Hoc Sub-Committee. He is currently the author of a column in the APA Magazine regarding ASTM and standardization and was recently appointed to the APA Public Relations and Information Committee.

Mr. Oelrich has been invited to speak at several conferences and seminars, including the APA, NPA, and MRP, regarding interviewing sex offenders who use computers and the Internet. Additionally, he provides general polygraph training and consultation to individuals involved in the management of juvenile and adult sexual offenders.

Mr. Oelrich has dedicated himself to continuing education, attending almost 500 hours training in the past two years, which has included pursuing his M.A. in Forensic Psychology.

Mr. Oelrich has dedicated himself to ensuring the sustainability of the polygraph profession for future generations of polygraph examiners. He hopes to continue these efforts by serving the members of the APA and advocating for continued professional development and standardization.

Thanks for the support and for uploading the petition. A correction though, my fax number is (602) 258-2589. The other number is my phone number.


By the way, I've seen what is done to the pictures that are placed on the board! I don't know if I would consider being shrunk, elongated, dismembered or morphed into some other disorienting figure to be beneficial for me at this current time. Thanks for the offer though!

I am having a problem with my fax machine...probably operator error. Does anyone know if you have to have the actual 'signature' or can you have an email agreeing to support the candidate? An email would be more informative and linked directly to someone....

Dang, Donnie Dutton just responded within minutes of my email....hes on top of it!

He repsonded with the following:

I am sorry but I can not accept e-mails. I am not even sure a fax is acceptable but am trying to make that work. The process was for there to be signatures, so I am hoping that once all the faxed signatures are on one document that the board will accept it even though I don't have an original document.

I think since we have a few days it would be best to mail the petition. I have Rays address but need one for Marty... Donna

I can't imagine that the APA Board wouldn't accept signatures that were sent by fax. If nececssary, APA can call the people who faxed to verify their signatures.

I'm only one vote, but a faxed copy works for me. After all, in this day and age, we can enter into legally binding contracts with faxes and electronic signatures.

It will be far easier for Marty to appear on the ballot by not doing the petition and by doing the self-nomination. Then no faxes will be required and taking the chance of missing the deadline. Like the rest of you, I would gladly sign the petition, but it isn't necessary accordning to Donnie's message below. I hope this resolves the dilemma:

I attempted to reply on Polygraph Place but it related I had to do some type of additional register so I had to sign out. If you would post the below on my behalf I would very much appreciate it. As you and I know I just wrote an article in the magazine on what needed to be done.

Members can seek APA candidacy for elective office by one of two methods. The primary method is to apply directly to the Fair Elections Committee, which is composed of Past Presidents. The application should include a resume, a 500-word statement regarding the member's platform, and a cover letter. The application packet should be sent via the APA National Office who will forward it to me. The Fair Elections Committee will review all of the applications, and select two for each elective office that come due that year.

A second method involves submitting a petition with 25 bona fide APA members signatures to the APA National Office.

The offices available in 2009 are:

President Elect
Vice President Government
Vice President Law Enforcement
Vice President Private
Secretary
One Director Position

December 1 will be the final day for members who wish to be placed on the ballot by petition.
